Romans 8:16 The Spirit itself beareth witness with our spirit, that we are the children of God:

If what Romans 8:16 says does not happen then a person is not saved, but it is something that another person can not confirm or fully explain and it is not binding on any other person (And who is sufficient for these things?). It is not something to be explained and understood by man's wisdom. The experience is one on one, personal, with no other mediator. It is not new revelation, but is the Holy Spirit itself, bearing witness with our spirit, guiding you into all truth. Again I say, this is not new revelation to add to the written testimony, whereby we would have infallible words that would be binding on another, but is instead a private and personal witness of the Holy Spirit to a saved person. This is not the mind alone assenting to the truth of Scripture, but is the Holy Spirit along with ones mind. Those that have pressed others to seek an experience have caused much damage I think, but those that have not pressed the importance of this truth have also done harm, for our salvation and assurance is felt. Salvation is something that we can know we have, as salvation is not wrapped in secret to be revealed the last day.

The Spirit testifies of Christ through the instrumentality of the word of God. When a person is filled with the Spirit the testimony of Christ and Him Crucified is the emphasis in what they have to say or in their thinking. The testimony of Romans 8:16 is a private matter, between a man and the Holy Spirit, and no man mediates between.

2 Corinthians 5:5 Now he that hath wrought us for the selfsame thing is God, who also hath given unto us the earnest of the Spirit.

Ephesians 1:13 In whom ye also trusted, after that ye heard the word of truth, the gospel of your salvation: in whom also after that ye believed, ye were sealed with that holy Spirit of promise,

1 John 4:13 Hereby know we that we dwell in him, and he in us, because he hath given us of his Spirit.

The Scriptures referenced herein are found to be a help in explaining these things.

Jesus says, 

John 15:26
26 But when the Comforter is come, whom I will send unto you from the Father, even the Spirit of truth, which proceedeth from the Father, he shall testify of me:

John 17:17
17 Sanctify them through thy truth: thy word is truth.

God has spoken, and we find that recorded in the written word of God. If any will not hear that (2 Thess 2:13), neither will they be persuaded, though one rose from the dead.

1 Thessalonians 2:13
13 For this cause also thank we God without ceasing, because, when ye received the word of God which ye heard of us, ye received it not as the word of men, but as it is in truth, the word of God, which effectually worketh also in you that believe.

Isaiah 8:20
20 To the law and to the testimony: if they speak not according to this word, it is because there is no light in them.

John 16:13
13 Howbeit when he, the Spirit of truth, is come, he will guide you into all truth: for he shall not speak of himself; but whatsoever he shall hear, that shall he speak: and he will shew you things to come.

1 John 3:19-21
19 And hereby we know that we are of the truth, and shall assure our hearts before him.
20 For if our heart condemn us, God is greater than our heart, and knoweth all things.
21 Beloved, if our heart condemn us not, then have we confidence toward God.

2 Corinthians 1:22
22 Who hath also sealed us, and given the earnest of the Spirit in our hearts.

1 John 2:20
20 But ye have an unction from the Holy One, and ye know all things.

27 But the anointing which ye have received of him abideth in you, and ye need not that any man teach you: but as the same anointing teacheth you of all things, and is truth, and is no lie, and even as it hath taught you, ye shall abide in him.
