13:9 Then Saul, (who also is called Paul,) filled with the Holy Ghost, set his eyes on him,

He was born in Tarsus a free man, a Roman citizen, and that gave him great advantage, plus he was also of Hebrew lineage, a Benjaminite (Phil 3:5), trained by the best Jewish scholar, Gamaliel, in Jerusalem (Acts 22:3), according to the Pharisaic tradition. He had great advantage in both the Roman and Jewish community. Paul as a free born Roman citizen had more status than that of a chief captain that had purchased his citizenship (Acts 22:24-29). Moses had similar testimony (Heb 11:23-29).

A message of comfort from the Scriptures,
that we through patience and comfort
of the scriptures might have hope.

and I will declare what he hath done for my soul.
Psalms 66:16
