James inherited the mantle of the American Eagle from his father and as such was inducted into the Squadron Supreme. Some time before the Serpent Crown affair he and his father had a political argument that caused them to stop talking to each other and he adopted the new identity and costume of Cap'n Hawk. After the Overmind affair, he found that his father had died in the breakdown, leaving a letter of apology and a new costume to make amends. James wore the new costume under the name Blue Eagle.
During the Utopia Project Blue Eagle was a spirited backer of the program. At the final confrontation between the Squadron and Nighthawk's redeemers, Lamprey drained Blue Eagle's wings of their anti-gravity effect while they were both airborne. The Eagle attempted to soften his fall by sterring to impact Pinball, who was at full inflation. Blue Eagle still broke his neck and broke Pinball's spine. They were both declared dead on arrival at the Squadron City Medical Complex. They were placed in hibernacula to await a medical technique to repair them.
